- PendingT1 - Oak Reason for works: T1 stands adjacent to a telecommunications pole in a restricted growing space and is overshadowed by larger neighbouring trees. Competition for light appears to have influenced its asymmetrical crown development. Branches extend towards and amongst the overhead BT telecommunications lines. Selective pruning is proposed to address this conflict and reduce the likelihood of further interference. Proposed works: Selectively shorten branches affecting the overhead BT telecommunications lines by approximately 1-1.5 metres, measured from the existing branch tips, pruning back to suitable lateral branches. Restrict pruning to the affected branches, retaining sufficient live foliage and preserving the tree's existing crown character as far as practicable. - PendingT1 Horse Chestnut - To prune back remove large primary stem showing significant signs of deterioration with a decline in vitality, bark/cambial die back and dead wood, back to main union divide. Reason: The horse chestnut is in a visible state of decline and exhibits significant physiological and structural defects, including extensive cambial dieback, visible stem cankers, and evidence of internal decay within the stem being removed. The lose of leaf within the crown compared to adjacent stem potentially indicates a progressive deterioration of the tree's vascular and structural integrity, reducing its ability to compartmentalise the main stem deadwood/decay wounds potentially affecting the stems stability. The presence of decay within the stem to be removed, combined with active canker lesions and declining vitality, increases the risk of stem failure and branch loss on the southern side of the tree. Given the extent of the defects and the potential risk posed to home owner and property, removal of the stem identified is considered both valid and the most appropriate management option.45 Braddons Hill Road East Torquay TQ1 1HBReceived 29 Sept 2026TreesAT/2026/02730.84 km from centreTorbay council

- PendingT1 - Western Red Cedar Proposed works: Fell Reason for works T1 is an established Western red cedar growing in exceptionally close proximity to an existing stone boundary wall. Photographic evidence indicates that the lower stem is in direct contact with the masonry, creating a physical conflict between the tree and the structure. Continued radial growth of the stem could exert further pressure on the wall, resulting in progressive displacement and deterioration of the masonry. The close relationship between the stem and the wall also restricts access for inspection, maintenance and necessary repairs. The tree's position presents a long-term management conflict. Crown reduction would not resolve the fundamental issue at the base of the tree, as it would not prevent continued radial stem growth. Felling is recommended as a permanent way to resolve the physical conflict between the tree and the boundary wall, prevent further interference from stem growth, and facilitate any necessary structural repairs. This recommendation is based primarily on the tree's unsuitable position relative to the existing structure and the limited practical options for a sustainable long-term solution. Based on its apparent size and maturity, it is possible that the tree was planted after the original Tree Preservation Order (TPO) was established.8 Ben Venue Close Torquay TQ1 1RXReceived 24 Sept 2026TreesAT/2026/02690.69 km from centreTorbay council
- PendingT1 Mimosa Proposed works: Fell Mature Mimosa situated within a confined residential garden in a Conservation Area, immediately adjacent to a masonry boundary wall and nearby buildings. The presence of Ganoderma fruiting bodies at the base of the tree indicates a potential wood-decay infection. The tree also exhibits an irregular crown with apparent dieback and is growing within a severely restricted environment. Its proximity to residential property, garden areas and the public highway increases the potential consequences of structural failure. Felling is proposed on the grounds of suspected basal decay, apparent crown deterioration and the tree's restricted location.Flat 1 Greenwood Torwood Gardens Road Torquay TQ1 1EQReceived 24 Sept 2026TreesAT/2026/02701.3 km from centreTorbay council
- PendingT1 - Holm Oak Recommended works: Establish a pollard framework by removing the three substantial lateral branches at the positions indicated by the red markings in Photograph 3. The proposed works are intended to reduce the extensive lateral crown and associated mechanical loading from the tree's pronounced lean, while retaining the tree. Cyclical management: Following establishment, implement a seven-year cyclical pollarding regime to manage regrowth, control crown size, and limit excessive loading on the retained framework. Inspect the developing pollard heads periodically, particularly during the initial establishment period, to assess shoot attachment, structural condition and physiological response. All works should be undertaken in accordance with BS 3998:2010, subject to confirmation that the proposed cutting positions and degree of crown removal are appropriate following an on-site assessment. The seven-year interval is the proposed management objective and should be reviewed based on the tree's regrowth and structural condition.8 Cecil Avenue Paignton TQ3 1LWReceived 24 Sept 2026TreesAT/2026/02713.52 km from centreTorbay council

- ApprovedT001 - Mature Beech (Fagus sylvatica) Observations: Mature beech with a substantial fungal fruiting body present at the base of the stem, visually consistent with Ganoderma spp. Sounding of the lower stem with a sounding mallet produced a pronounced hollow response extending from the base to approximately 2 m above ground level on the road-facing side, indicating potentially significant internal dysfunction and decay within the lower main stem. The defect is located within the tree?s primary load-bearing region, where the main stem transfers crown loading into the root system. Decay or loss of sound wood in this area is therefore considered structurally significant. The full extent of internal decay and remaining residual wall thickness could not be quantified through ground-based inspection alone. The tree supports a large mature crown and is located immediately adjacent to a public highway, with pedestrians, moving and parked vehicles, and nearby residential properties within the potential failure zone. Recommendation: Dismantle T001 to near ground level. The recommendation is based on the presence of basal fungal decay, the pronounced hollow response extending approximately 2 m up the lower stem, and the location of the defect within the principal load-bearing region of the tree. These findings materially reduce confidence in the tree's long-term structural reliability. Although the tree provides significant local amenity value within the Conservation Area, this is considered outweighed by the extent and structural significance of the identified defects and the potential consequences of whole-tree or basal failure onto the adjacent highway and surrounding targets.Flat 1 Kingsbridge Greenway Road Torquay TQ1 4NJReceived 09 Sept 2026Decided 18 Oct 2026TreesAT/2026/02451.45 km from centreTorbay council

Justification Reasons: Proximity: The trunk is growing directly against the external wall of the two-storey house. Light Nuisance: The 5 metre tall and 3 metre canopy spread covers windows and severely restricts natural light. Structural Risk: The root system is right up against the property foundations, creating an immediate concern for structural damage. 10/09/26 Amendment to address further information required. The tree is believed to be no older than 40 years old and therefore not subject to any constraints of the 1972 Tree preservation order. There is no evidence of any previous pruning that may have effected the size of the trunk or rate of growth and no previous applications for work to be carried out on the tree on the planning system.Heanton Court Hunsdon Road Torquay TQ1 1QBReceived 07 Sept 2026TreesAT/2026/02430.98 km from centreTorbay council

- PendingConsent was granted under application reference AT/2023/0123; however, the approved tree works were not undertaken. A new application is therefore being submitted. T1 ? Lime: Pollard to the specified height to manage the risk associated with extensive decay and hollowing within the lower stem. Mallet sounding indicates that the hollow extends approximately 750 mm above the uppermost visible cavity. T2 ? Western red cedar: Fell to ground level due to its poor physiological and structural condition following historically inappropriate and excessively severe pruning. The previous pruning does not accord with current good arboricultural practice as set out in BS 3998:2010 and has left the tree with limited potential for satisfactory long-term retention. The tree has limited visibility from public vantage points, and its removal would therefore have little effect on the area's wider visual amenity. T3 ? Oak: Reduce the crown to suitable growth points near the former pollard points, retaining adequate live growth wherever practicable. The work is required to reduce crown dimensions and associated mechanical loading because the tree occupies a confined position immediately adjacent to a boundary wall. The crown is markedly asymmetrical due to suppression and shading from taller neighbouring trees.Aveland Court Aveland Road Torquay TQ1 3PTReceived 06 Sept 2026TreesAT/2026/02391.17 km from centreTorbay council
- ApprovedT1 - Sycamore: The tree has a narrow fork with included bark between the main stems. Branches within the crown show bark stripping consistent with squirrel damage, leaving areas of exposed wood. Deadwood is also lodged within the crown. Felling is proposed due to concerns about the structural condition of the main fork and damaged branches, taking into account the tree's position beside the garden access steps and the potential consequences of falling material for people using this area. The tree is not visible from public viewpoints. T2 - Sycamore: The tree occupies a restricted rooting area adjacent to the wall. Its size and position raise concerns about its anchorage and the potential for whole-tree overturning. Failure of the root plate could displace the adjoining masonry and potentially cause the wall to collapse. Felling is proposed to address these concerns. The tree is not visible from public viewpoints. A Tree Preservation Order was made in 1973. The current dimensions of T1 and T2 suggest they became established after that date; these trees proposed for felling can be considered under a Section 211 conservation-area notification.Lower Ground Floor Flat Lisburne House Lower Woodfield Road Torquay TQ1 2JYReceived 06 Sept 2026Decided 18 Oct 2026TreesAT/2026/02411.34 km from centreTorbay council

- ApprovedFell T6 Pine, 80% of the crown is dead, with very little live foliage remaining. The tree is in terminal decline and directly threatens both houses and gardens to the south, creating an unacceptable risk. Removal is required to restore a proportionate level of safety. Replacement planting: One replacement tree of the same species will be planted within the garden, providing long-term amenity at an appropriate scale. T5 Pine ? Remove only the lowest-order branches, as shown in the photographs. These are small-diameter, phototropic limbs below the main crown structure. All cuts will comply with BS 3998:2010, with the final cut diameter not exceeding one third of the parent branch or stem. This minor work maintains natural form and improves clearance and light without altering the crown. T1 Pine ? Remove only the lowest-order phototropic branches. These are small, low-value limbs whose removal is minor and does not affect crown structure. All cuts will follow BS 3998:2010, with the final cut diameter not exceeding one third of the parent branch or stem. This improves balance and light while preserving the crown.Craig Ilsham Marine Drive Torquay TQ1 2HTReceived 19 Aug 2026Decided 13 Oct 2026TreesAT/2026/02252.96 km from centreTorbay council
- ApprovedT1 - Horse Chestnut: Fell to ground level. The tree is growing directly on top of a loose, failing stone wall, with roots displacing the structure and voids forming beneath the root plate. The wall no longer provides stable support, and the tree stands on a slope where any failure would directly target the adjacent house and garden. The tree is far younger than the established 1973 Tree Preservation Order and does not form part of the original protected stock. Removal is a proportionate risk-based intervention to prevent further structural displacement and foreseeable harm to property. T2 - Oak: Repollard to previous pollard points. The tree is an established pollard requiring cyclical management to maintain structural stability. A bracket fungus of the genus Ganoderma is present on the stem, indicating internal decay. Repollarding will reduce lever-arm length and end-weight, mitigating risk while retaining the existing pollard framework. All cuts will be made back to existing knuckles in accordance with BS3998:2010.Villa St Christopher Hesketh Road Torquay TQ1 2LNReceived 19 Aug 2026Decided 13 Oct 2026TreesAT/2026/02261.91 km from centreTorbay council
- Approved with conditionsT003 - Mature lime: Pollard to the main crown break, retaining the main stem and permanent primary scaffold framework. Thereafter manage as a cyclical pollard, with re-pollarding anticipated approximately every seven years. The works are requested following a ground-based assessment and subsequent climbing inspection. The aerial inspection identified multiple cavities within load-bearing primary branches supporting substantial upright stems. Three cavities were reported to extend beyond the diameter of the affected branch when investigated using an eight-inch probe. Further cavities and significant historic pruning wounds with associated decay were also recorded. The affected crown is exposed to wind and overhangs St Marychurch Road, the unsheltered Hatfield Cross bus stop and parts of Lynway Court. The inspecting arborist considered ordinary crown reduction but concluded that it would not sufficiently address the defects distributed through the primary crown. Pollarding is therefore proposed as a tree-retention and risk-management measure, rather than removal. T004 - Mature lime: Crown reduce from approximately 30 metres to 28 metres in height and reduce radial spread from approximately 9 metres to 7.5 metres. Retain a natural flowing canopy outline and prune to suitable growth points. The T004 works are limited to crown reduction; pollarding is not proposed for this tree. T004 has previously been crown reduced and has responded with approximately 1-1.5 metres of regrowth. The proposed reduction continues this established management approach while retaining the tree's overall form and amenity contribution. Both trees will be retained. All works will be undertaken by a competent and appropriately insured arboricultural contractor in accordance with the approved specification and BS 3998:2010, subject to appropriate ecological and highway-safety controls.Lynway Court St Marychurch Road Torquay TQ1 3JPReceived 19 Aug 2026Decided 13 Oct 2026TreesAT/2026/02270.62 km from centreTorbay council
- PendingT009 - Mixed broadleaf group: Crown lift the highway-facing canopy to achieve 5.2 metres vertical clearance above the public highway. The group principally comprises beech, sycamore and common lime, with bay and cherry laurel beneath. The low canopy and leaning understorey stems are obstructing highway clearance and show evidence of previous vehicle strikes. The work is required to resolve existing vehicle conflicts and provide safe, sustainable clearance. Pruning will be limited to the minimum necessary, retain the trees' natural form and leave no avoidable large wounds. All operations will comply with BS 3998:2010 -Tree Work: Recommendations, subject to checks for nesting birds, bats and other protected species. Planning note: The survey identifies TPO reference 1974.014, but states that T001 and T009 appear not to be included within that TPO. The whole site is within the Roundham and Paignton Harbour Conservation Area, so the council should confirm whether this should be submitted as a TPO application or a Section 211 conservation-area notice.Flat 1 Roundham House 22 Belle Vue Road Paignton TQ4 6ERReceived 19 Aug 2026TreesAT/2026/02284.74 km from centreTorbay council
- ApprovedT1, T2 and T3 Ash: Fell to near-ground level without stump grinding, as this would risk damaging the roots of neighbouring trees within the G1. The trees show symptoms consistent with Ash Dieback (Hymenoscyphus fraxineus), including crown thinning, deadwood, and progressive structural decline. Several stems are heavily entangled with neighbouring trees, causing ongoing bark damage and creating points of infection and decay. The interlocking crowns prevent normal movement, increase mechanical stress, and raise the likelihood of partial or whole-tree failure within falling distance of the property boundary and adjacent structures. Given the combination of ADB infection, mechanical stress from entanglement, and progressive bark damage, removal is the proportionate measure to manage foreseeable risk in accordance with NTSG principles. Replacement planting is proposed as follows: Two native, small-to-medium trees will be planted within the garden boundary - Field Maple (Acer campestre) and Rowan (Sorbus aucuparia) - each supplied in 10-12L containers at a height of 1.5-1.75m. Trees will be positioned to avoid conflict with buildings and the retained woodland canopy, staked and guarded, and maintained for a minimum of three years to ensure establishment.Anchor Stone Watcombe Heights Road Torquay TQ1 4SGReceived 19 Aug 2026Decided 13 Oct 2026TreesAT/2026/02293.41 km from centreTorbay council
- Approved with conditionsT1 Yew is highly tolerant of pruning, responds well to cyclical management, and retains good vitality and crown density after reduction. A modest 1.5?m crown reduction on a 5-year cycle is therefore proportionate, sustainable, and appropriate for the long-term management of this tree in its constrained position. The tree exhibits a pronounced downslope lean, damaging the garden steps and increasing the risk of progressive deformation and further structural impact on them. A light cyclical reduction will reduce end-weight, limit further displacement, and maintain the tree in a safe and suitable condition. T2 Pine selective reduction of the lowest-order branch by approximately 3?m to reduce end-weight and manage encroachment towards neighbouring houses and gardens. No alteration to the main crown structure. The tree displays a significant downslope lean, with the lower crown targeting neighbouring houses and gardens. The lowest-order branch carries disproportionate end-weight on the tension side of the lean, increasing the risk of progressive deformation and conflict with adjacent properties. A targeted 3?m reduction of this limb will reduce loading, limit further displacement, and maintain safe clearance. The proposed work is therefore proportionate, sustainable, and appropriate for the long-term management of the tree in its constrained position.9 Marlborough Avenue Torquay TQ1 1TTReceived 19 Aug 2026Decided 13 Oct 2026TreesAT/2026/02301.44 km from centreTorbay council
