- PendingT1 - Holm Oak Recommended works: Establish a pollard framework by removing the three substantial lateral branches at the positions indicated by the red markings in Photograph 3. The proposed works are intended to reduce the extensive lateral crown and associated mechanical loading from the tree's pronounced lean, while retaining the tree. Cyclical management: Following establishment, implement a seven-year cyclical pollarding regime to manage regrowth, control crown size, and limit excessive loading on the retained framework. Inspect the developing pollard heads periodically, particularly during the initial establishment period, to assess shoot attachment, structural condition and physiological response. All works should be undertaken in accordance with BS 3998:2010, subject to confirmation that the proposed cutting positions and degree of crown removal are appropriate following an on-site assessment. The seven-year interval is the proposed management objective and should be reviewed based on the tree's regrowth and structural condition.8 Cecil Avenue Paignton TQ3 1LWReceived 24 Sept 2026TreesAT/2026/02712.71 km from centreTorbay council

- PendingT009 - Mixed broadleaf group: Crown lift the highway-facing canopy to achieve 5.2 metres vertical clearance above the public highway. The group principally comprises beech, sycamore and common lime, with bay and cherry laurel beneath. The low canopy and leaning understorey stems are obstructing highway clearance and show evidence of previous vehicle strikes. The work is required to resolve existing vehicle conflicts and provide safe, sustainable clearance. Pruning will be limited to the minimum necessary, retain the trees' natural form and leave no avoidable large wounds. All operations will comply with BS 3998:2010 -Tree Work: Recommendations, subject to checks for nesting birds, bats and other protected species. Planning note: The survey identifies TPO reference 1974.014, but states that T001 and T009 appear not to be included within that TPO. The whole site is within the Roundham and Paignton Harbour Conservation Area, so the council should confirm whether this should be submitted as a TPO application or a Section 211 conservation-area notice.Flat 1 Roundham House 22 Belle Vue Road Paignton TQ4 6ERReceived 19 Aug 2026TreesAT/2026/02282.13 km from centreTorbay council

- PendingTree ID: T1 - Beech (Copper Beech) as identified under the Modified Schedule of TPO 2025.005. Proposed Work: Sectional dismantle to ground level and reinstate 1x Ginkgo biloba standard at the southern end of the grounds as indicated on the attached sketch plan. Reasons for Work: Incompatible Spatial Relationship & Mutually Agreed Pruning Failure: The main stem of this 50ft tree stands within a critical 1.2 metres of the residential property, overhanging the building ridge line by 6-7 metres. In Case AT/2026/0070 (Page 2-3, Sec 8, 11), the Council's Tree Officer explicitly ruled that the pruning works required to achieve safe, long-term structural clearance from the roof would remove over 30% of the leaf-bearing volume, risk fatal 'sun scorch damage' to this thin-barked species, and invite decay. Because the physical proximity to the house is absolute, and the council formally agrees that the pruning required to clear the building is physiologically destructive to the asset, long-term retention under BS 3998 is entirely unviable. Arithmetic Defect in Standalone Amenity Scoring (True Score: 14):The TPO was confirmed subject to modifications on 12th December 2025, legally isolating the Beech tree as 'T1'. The collective evaluation score was benchmarked at the absolute minimum threshold of 15 for each property, but inflated by artificially combining data across two properties where the protected trees on each site are situated some 200 feet apart. In the confirmation report (Page 3), the council explicitly accepted the applicant's formal objection regarding local tree density and issued a 1-point reduction (-1) to the category score. Because the modified order must protect T1 on its standalone merits, its true standalone arithmetic score is 14. Torbay Council's local framework dictates a minimum score of 15 to justify a TPO. T1 falls below the threshold and its ongoing retention is procedurally unjustified. - ApprovedCrown lift secondary branch growth only up to approximately 4.5m from ground level to achieve the required vertical clearance above the driveway and neighbours. Crown thin overall leaf bearing twig structure by 10 percent. This will also help with canopy crowding and avoid other trees rubbing against each other. Remove all major dead wood from crown All trees are Fagus Sylvatica (Mature Beech) This work has been previously accepted in 2023, application submitted by Devon Tree Services and works were completed by them as well.18A Mead Road Torquay TQ2 6TFReceived 21 Jul 2026Decided 29 Sept 2026TreesAT/2026/01843.84 km from centreTorbay council
- RefusedReason for Works The subject tree is a self-seeded, semi-mature Sycamore (Acer pseudoplatanus) of limited individual landscape and public amenity value. The tree has developed as a twin-stem specimen and has previously been reduced, resulting in a modified crown form. The tree is situated in close proximity to the dwelling and adjacent driveway, where continued growth is creating an increasing spatial relationship conflict with the property. The canopy extends over the driveway, resulting in regular accumulations of leaves, seeds and other organic debris. During periods of wet weather this contributes to a slippery surface requiring ongoing maintenance to maintain safe access to the property. The tree does not form part of a significant landscape feature, avenue or important visual group and is largely screened within the residential setting. Due to its self-seeded origin, previous management history and limited contribution to the wider character of the Conservation Area, its removal is not considered likely to result in a material loss of public amenity. Whilst cyclical pruning could temporarily reduce canopy spread, it would not resolve the underlying relationship with the dwelling or prevent the recurring accumulation of seasonal debris on the driveway. Continued pruning would also necessitate ongoing management of a species that responds vigorously to reduction. Removal is therefore considered to represent the most appropriate long-term management solution. To mitigate the loss of canopy cover, the applicant is willing to undertake replacement planting with a more suitable ornamental tree in an agreed location if considered appropriate by the Local Planning Authority.Timbertops Seaway Lane Torquay TQ2 6PSReceived 21 Jul 2026Decided 02 Sept 2026TreesAT/2026/01864.75 km from centreTorbay council

- Approved with conditionsMonterey cypress T1 and Lawson cypress T2 - crown reduction by a maximum of 2 metres. Both are in very limited space and are already damaging garden furniture. T1 was heavily reduced on one side by the utility company, as BT cables pass through the crown. Reasons: The tree?s root system has displaced and damaged the adjacent stone and brick walling, creating structural issues and minor trip hazards. The crown currently encroaches over the patio and wall, increasing debris fall and obstruction. The proposed works are intended to manage foreseeable conflict with built structures and reduce nuisance while retaining the tree?s overall form and contribution to the setting. The intervention is proportionate and consistent with BS3998 and NTSG principles, addressing specific areas of conflict without imposing excessive reduction.Mead Cottage Cockington Lane Torquay TQ2 6QSReceived 16 Jul 2026Decided 02 Sept 2026TreesAT/2026/01794.61 km from centreTorbay council
